Bathroom Remodel Programs for Seniors and Veterans: What Is Real and What Is Just an Ad

Ads for a "senior bathroom program," a "bathroom remodel initiative" or a Social Security bathroom program are typically marketing by private companies that sell bathroom remodels, not government programs. Social Security does not pay for home remodeling, and Original Medicare's equipment benefit covers items such as walkers and commode chairs, not a new shower. Real help does exist. Veterans can get a VA grant of up to $6,800 over their lifetime, or $2,000 for a condition not connected to service, toward medically necessary changes such as a roll-in shower. In Wisconsin, your local Aging and Disability Resource Center gives free, unbiased advice on what is available near you.

Here is how to tell a real program from an ad, what each real program pays for, and how to protect yourself when a company says you qualify.

How to Spot a Bathroom Remodel Program That Is Really an Ad

Official-sounding names, a flag or a seal, and words like "program," "relief" or "initiative" are marketing choices. Before you share your details or let anyone visit, ask:

1

Who runs it?

Get the company's name, address and Wisconsin dwelling contractor credential. A government program will name the agency.

2

What will I pay?

"You qualify" or "you have been approved" often means you qualify for a sales visit. Ask for the full price in writing.

3

Is the government involved?

Federal law bars companies from using Social Security's name or seal in a way that suggests the agency is behind them, and the Social Security Inspector General has fined companies for it.

4

Is there pressure to sign today?

A real program does not expire tonight. Take time to get a second quote.

If you sign a contract at home and change your mind, the Federal Trade Commission's Cooling-Off Rule generally lets you cancel a sale of $25 or more made in your home until midnight of the third business day after the sale. Our guide to what to include in a Wisconsin remodeling contract covers the rest of the paperwork.

VA Bathroom Grants: The HISA Benefit

The Home Improvements and Structural Alterations (HISA) benefit is a real VA benefit for veterans and service members. It pays for medically necessary changes to the primary home, including:

  • Use of essential bathroom facilities, such as a roll-in shower.
  • Access to kitchen or bathroom sinks and counters, such as lowering them.
  • Getting in and out of the home, including permanent ramps.
  • Plumbing or electrical work needed for home medical equipment.

How much: a lifetime benefit of $6,800 for a service-connected disability (and in some other cases, such as a veteran rated at least 50% service-connected), and $2,000 for other disabilities.

What it will not pay for: spas, hot tubs and jetted tubs; exterior decking; new construction; and routine repairs such as a new roof or furnace.

How to apply: the application needs a prescription written or approved by a VA physician describing the project and the medical reason, a completed VA Form 10-0103, a written itemized estimate covering labor, materials, permits and inspections, and a color photo of the area before the work. Renters also need the owner's signed, notarized permission, and VA may inspect the site. Start with the Prosthetic and Sensory Aids Service at your VA medical center.

Veterans with severe service-connected disabilities may also qualify for the VA's larger Specially Adapted Housing and Special Housing Adaptation grants, which the same VA page links to.

Watch Out

Apply before the work starts. The application asks for an itemized estimate and a color photo of the area before the improvement, so a bathroom that has already been torn out can be hard to fund.

Does Medicare Pay for a Walk-In Shower?

Generally no. Medicare Part B covers durable medical equipment: items that are used for a medical reason, typically only useful to someone who is sick or injured, used at home, and expected to last at least 3 years. The examples Medicare lists include canes, walkers, hospital beds and commode chairs. A remodeled shower or a widened doorway is a change to the house, not equipment. If you have a Medicare Advantage plan, ask the plan directly about any extra home safety benefits.

Rural Help: USDA Home Repair Loans and Grants

USDA Rural Development's Section 504 program offers low-cost home repair loans to very-low-income owners, and grants to some owners 62 and older, to fix health and safety hazards. It applies only in areas USDA counts as rural, so check your address on USDA's eligibility map before you apply.

Free, Unbiased Help in Wisconsin

Wisconsin's Aging and Disability Resource Centers (ADRCs) give unbiased information to older adults and adults with disabilities, and they know the local agencies and programs. You can call or visit, request a home visit, or call the statewide line, 844-WIS-ADRC (844-947-2372). Waukesha County residents can start there to find out whether a program they are already enrolled in can help with a bathroom change.

Planning a Safer Bathroom, Program or Not

Many aging-in-place bathroom changes end up paid for by the homeowner, so it helps to know what the work costs and which changes matter most:

Getting an Honest Price for a Safer Bathroom

A free in-home consultation walks the bathroom with you, explains which changes make the biggest difference for safety, and leaves a written, itemized estimate, the same kind the VA's HISA application asks for.

Frequently asked questions

Is the senior bathroom remodel program legit?

Ads with that kind of name are typically marketing by private companies, not a government program. Ask who runs it, what you will pay and whether any agency is involved before you share details or schedule a visit.

Does Social Security pay for bathroom remodeling?

No. Social Security does not run a remodeling program, and federal law bars companies from using its name or seal in ads in a way that suggests it endorses them.

Does Medicare cover a walk-in shower or bathroom remodel?

Generally no. Medicare Part B covers medical equipment such as walkers and commode chairs, not changes to the house. Ask a Medicare Advantage plan about any extra benefits it offers.

Is there a VA grant for a bathroom remodel?

Yes, for medically necessary changes. The VA's HISA benefit pays up to $6,800 over a lifetime for a service-connected disability, or $2,000 for other disabilities, for things like a roll-in shower or lowered sink.

Does the VA pay for a jetted tub?

No. The HISA benefit excludes spas, hot tubs and jetted tubs.

Can I cancel a bathroom remodel contract I signed at home?

Usually, if the sale was $25 or more and made in your home: the FTC's Cooling-Off Rule generally gives you until midnight of the third business day to cancel.

Where can Waukesha County seniors get free advice?

Your local Aging and Disability Resource Center, through the statewide line 844-WIS-ADRC (844-947-2372).
