Installed basement flooring costs about $3.78 to $20.21 per square foot in 2026, from sheet vinyl at the low end to tile at the high end, based on Homewyse's national figures. For a 500 square foot rec room, that is about $1,900 to $10,100. If the slab needs a subfloor system first, Homewyse puts that preparation at another $13.12 to $15.82 per square foot.

In Elm Grove, the choice of floor starts with water. Census figures show 83% of the village's homes were built before 1980 and 47% before 1960, and Underwood Creek runs through the village. This guide compares basement floors by cost and by how they handle moisture, and covers the checks to make before anything goes down.

Basement Flooring Cost by Material

FloorInstalled cost per sq ft (Homewyse, May 2026)500 sq ft room
Sheet vinyl$3.78 to $5.25$1,900 to $2,600
Carpet$5.27 to $7.72$2,600 to $3,900
Vinyl tile$9.16 to $13.63$4,600 to $6,800
Tile$16.38 to $20.21$8,200 to $10,100
Subfloor system over the slab$13.12 to $15.82$6,600 to $7,900 extra

Homewyse describes that subfloor system as 2x2 sleepers set 16 inches apart over a vapor barrier, with a tongue-and-groove subfloor glued and screwed on top. Its figures are national basic costs and leave out repairs, moving plumbing and permits.

This Old House lists material-only prices for the floors it recommends in basements.

Key Stat

The median home in Elm Grove was built in 1962, 26% of the village's 2,446 homes date from the 1950s, and only 11% were built in 1990 or later, according to the Census Bureau's 2024 American Community Survey. In basements that old, a moisture test should decide what goes down, not the price of the flooring.

Check the Slab for Moisture First

  • Fix the concrete first. This Old House says to repair rough or uneven areas, cracks wide enough to fit a dime, sections that have shifted up or down, and any water coming in during wet weather before new flooring goes down.
  • Run a plastic sheet test. Under ASTM D4263, an 18 by 18 inch sheet of polyethylene is taped to the slab and left for at least 16 hours. Condensation under the sheet or darkened concrete means excess moisture.
  • Know its limits. AMPP notes that the plastic sheet test only shows surface moisture. The calcium chloride test, ASTM F1869, takes 60 to 72 hours and measures how much moisture the slab gives off.
  • Stop water before flooring. If water comes in, waterproofing comes before any floor. Our guides to basement waterproofing cost and signs of water damage in a Wisconsin basement cover that step.

Underwood Creek, Floodplain Maps and Sewer Backups

The Underwood Creek watershed drains 18 square miles through Brookfield, Elm Grove and Wauwatosa, and the creek's downtown Elm Grove segment was channelized in the 1960s. The village began its Underwood Creek Flood Management project in 2003, and during a heavy rainstorm in June 2008 and several times since, no downtown structures had overland flooding.

The Village of Elm Grove's floodplain page is worth reading before a basement project.

  • Flood maps. Village staff can help you find your property on the flood maps and keep elevation certificates on file.
  • Outside the floodplain. The village notes that properties outside the mapped floodplain can still be at risk.
  • Drainage visits. The Department of Public Works will visit on request to review a drainage or flooding problem.
  • Before you build. Check with the village before building, altering, regrading or filling, since a permit may be needed.

The village's sewer backup guidance also warns that in homes with basements, overflowing wastewater can come out of the lower drains and toilets. That is a reason to choose basement floors that can be cleaned or lifted, and never to cover a floor drain.

Comparing Basement Floors in an Older Home

  • Vinyl plank or tile. This Old House calls vinyl a great value, and one of its carpenters recommends luxury vinyl plank for basements because it is waterproof, durable and easy to clean. Most types go over concrete or a subfloor, and a damaged piece can be replaced on its own.
  • Sheet vinyl. The cheapest installed floor, but roughness in the slab tends to show through, so This Old House suggests a subfloor under it.
  • Tile. It can go directly on sound concrete once cracks and rough spots are repaired, but it is cold underfoot without a subfloor.
  • Rubber. A good choice for a playroom, gym or laundry area because it is durable, waterproof and easy to clean. It can have an odor at first that usually fades.
  • Paint or epoxy. The cheapest finish, best for a workshop or home gym. Some epoxies give off hazardous fumes while they cure.
  • Engineered wood. Some engineered wood works in basements, ideally over a subfloor. Solid wood flooring is not suitable for basements.
  • Carpet. The warmest feel, but the riskiest after water. The EPA says mold can hide under carpet and pads, and porous materials like carpet may have to be thrown away if they get moldy. Our guide to what to do when your basement floods covers the first steps.
Watch Out

Old floor tile and sheet vinyl can contain asbestos. The EPA lists vinyl floor tiles, the backing on vinyl sheet flooring and flooring adhesives among the products that may contain it. If an older Elm Grove basement has an old tile or vinyl floor, have it tested before it is pulled up or ground off.

Warmth, Subfloors and Ceiling Height

Floors laid directly on concrete tend to feel cold. This Old House suggests a subfloor for a family room, home theater or playroom, and notes that basement subfloor tiles combine a drainage gap for moisture, rigid foam insulation and a composite top.

Any subfloor raises the finished floor. Wisconsin's 7 foot finished ceiling height rule for habitable basement space is measured from the finished floor, so measure before choosing a raised system. Our basement ceiling height guide explains how.

Frequently asked questions

How much does basement flooring cost in Elm Grove?

Homewyse's 2026 national figures put installed basement flooring at about $3.78 to $20.21 per square foot, or about $1,900 to $10,100 for a 500 square foot room. A subfloor system over the slab adds about $13.12 to $15.82 per square foot.

What is the best flooring for a basement?

For most finished basements, vinyl plank or tile. It is waterproof, durable, easy to clean and can go over concrete or a subfloor, and a damaged piece can be replaced. Rubber, tile and engineered wood over a subfloor also work.

What is the cheapest basement flooring?

Concrete floor paint or a DIY epoxy kit costs the least, and sheet vinyl is the cheapest installed floor covering at $3.78 to $5.25 per square foot by Homewyse's figures.

Is vinyl or laminate better for a basement?

Vinyl. This Old House's list of basement floors includes vinyl and leaves laminate out, and laminate's wood-chip base swells when it gets wet. Vinyl plank has a waterproof core and can be replaced piece by piece.

Do basement floors need to be insulated?

They do not have to be, but a floor directly on concrete feels cold. A subfloor with rigid foam insulation makes a family room or playroom warmer, at the cost of some ceiling height.

How do I know if my basement slab is too wet for flooring?

Tape an 18 by 18 inch plastic sheet to the slab for at least 16 hours. Condensation under it or darkened concrete means excess moisture. A calcium chloride test gives a measured result over 60 to 72 hours.

Should I put carpet in a basement in Elm Grove?

Only where the basement stays dry. The EPA says wet areas should be dried within 24 to 48 hours to prevent mold, and moldy carpet may have to be thrown away. In a basement near Underwood Creek or with a history of backups, a waterproof floor is the safer choice.
