Which New Berlin Basements Are We Working In?
New Berlin is mostly a late-century suburb. 48.3 percent of homes were built between 1970 and 1999 and 32.0 percent between 1940 and 1969, with 15.7 percent from 2000 onward and 4.0 percent dating to 1939 or earlier. Nearly 69 percent are single-family detached, so most basements here run the full footprint of the house.
1970s to 1990s
48.3 percent of New Berlin homes, the largest band. Poured walls, full-height ceilings and often a bathroom rough-in already set in the slab.
1940s to 1960s
32.0 percent of the stock. Concrete block walls and around seven feet of headroom, which is where New Berlin\u2019s ceiling rule matters most.
2000 and Newer
15.7 percent of homes. Taller pours, deeper footings and in many cases an egress window already installed by the builder.
1939 and Older
4.0 percent. Stone or early poured foundations, the lowest headroom and the most moisture work before framing starts.
What the Era Changes
New Berlin allows a lower finished ceiling in pre-1980 homes than in newer ones, so build era can decide whether a drop ceiling is workable at all. It is measured at the walkthrough before a price is written.

Do You Need a Permit to Finish a Basement in New Berlin?
Yes. New Berlin treats a finished basement as a recreation room, and all plumbing work requires a permit, with the only exception being minor repairs such as replacing faucet washers or clearing a stoppage. The Department of Community Development can be reached on 262-797-2445.
New Berlin asks for a minimum of seven feet from the basement floor to the underside of the finished ceiling, and at least six feet four inches in homes built before 1980. Sleeping is not permitted in a finished basement unless the egress, natural light and ventilation requirements are met. Ventilation is required, most often by running a fresh air intake into the furnace cold air ductwork. Where foam plastic insulation is used, a 15 minute thermal barrier is required and half inch drywall over the insulation is the accepted method. How much does it cost to finish a basement in Wisconsin?

Moisture is corrected before framing. Depending on the cause, that means regrading, extending downspouts, sump pump work, drain tile or waterproofing. Walls are then insulated with foam that does not absorb water, and flooring is chosen to tolerate the slab.
Should I test for radon before finishing?
Yes. Wisconsin health agencies recommend testing every home, and a basement you plan to live in is where it matters most. If mitigation is needed, the pipe route is far easier to install and hide while the walls are still open.
Can you add a bathroom if the sewer line is above the floor?
Yes. When fixtures cannot drain by gravity, an up-flush system or sewage ejector pump lifts waste to the main line. Where the sewer runs below the slab, the concrete is cut and new drains tie in directly.
