Cost to Convert a Garage to Living Space in Wisconsin

Converting an attached garage into living space costs $75,000 to $130,000 in Wisconsin for 2026, and a detached garage runs $90,000 to $160,000 because it needs its own heating, plumbing and insulated envelope. The garage shell looks like most of the work is already done, which is why quotes surprise people. A garage was built to keep a car dry, not to keep a person warm through a Wisconsin January, and closing that gap is where the budget goes. This guide covers what the conversion actually costs in Waukesha County, the four code requirements that decide whether it is possible, and how to judge a quote.

What a Garage Conversion Costs in Wisconsin

ConversionWhat you get2026 cost
Attached, single bay to living room or officeInsulated, heated, finished room$45,000-$75,000
Attached, double bay to suite with bathroomBedroom, bath, living area, kitchenette$75,000-$130,000
Detached, to guest or in-law suiteFull envelope, own heating and plumbing$90,000-$160,000
Detached, to office or studio, no plumbingInsulated, heated, powered$55,000-$95,000

The single largest variable is plumbing. A conversion with no water runs at the bottom of its range. Add a bathroom and you add drain, supply and venting, which in a slab-on-grade garage means cutting concrete.

These ranges reflect what we quote across Waukesha County and the Milwaukee metro.

The Four Things That Decide Whether It Works

Answer these before you price anything.

The slab. A garage slab sits lower than the house floor so water runs out, and it usually has no insulation beneath it and no vapour barrier. To become living space it needs insulation and levelling, either by building an insulated subfloor over it or by pouring over it. Building up costs headroom, which matters because the ceiling is often already low.

The envelope. Garage walls are frequently uninsulated, single stud with no sheathing detail meant for conditioned space. Roof or ceiling insulation is usually absent. In our climate this is not optional, and it is the item most underestimated by homeowners comparing a garage to a spare room.

Heating and cooling. Extending existing ductwork into a garage rarely works, because the system was sized without it. A ductless mini split is the usual answer and adds roughly $4,000 to $7,000 installed.

Zoning and parking. This is the one that stops projects. Many Waukesha County municipalities require a minimum number of off-street parking spaces per dwelling, and removing a garage bay can put you below it. Some districts also restrict converting a garage facing the street for appearance reasons. Call your building department before you draw anything, because this single answer can end the project.

All of it falls under the Wisconsin Uniform Dwelling Code as administered by your municipality.

Where the Money Goes

Floor build-up. Insulated subfloor, levelling, and finish flooring over a slab that slopes toward the door.

The garage door opening. Removing the door and framing a proper insulated wall with windows is real structural and exterior work, and it has to match the house from the street or the result looks like exactly what it is.

Insulation and air sealing. Walls, ceiling and rim joists, plus air sealing that a garage never had.

Electrical. Garage circuits were sized for a light and an outlet or two. Living space needs a proper circuit count, and a suite needs considerably more.

Plumbing. Only if you are adding a bathroom or kitchenette, and this is the step that requires cutting the slab.

Egress. If any room in the conversion will be a bedroom, it needs a compliant egress window. In a garage that usually means cutting a masonry or framed wall for a new opening.

Is a Garage Conversion the Right Move?

Against a basement conversion. A basement is usually cheaper and keeps your garage. A garage conversion gives ground-level, step-free space with real windows, which matters a great deal for aging parents or anyone with mobility limits. Our in-law suite cost guide compares the routes directly.

Against building an addition. An addition costs more per square foot but keeps the garage and puts the space where you want it. If parking is tight or your lot is small, the addition is often the better long-term decision even at higher cost.

The parking question is not sentimental. Wisconsin winters make a garage genuinely valuable, and losing one can affect resale in a way that is easy to dismiss in July and obvious in January. If it is your only garage, think hard. If you have a second, or a detached garage staying put, convert freely.

Permits and Inspections

A garage conversion always requires a permit. You are changing the use of the space from unconditioned storage to habitable room, which triggers structural, insulation, electrical and often plumbing review.

Expect a framing inspection, an insulation inspection before drywall, electrical and plumbing inspections where they apply, and a final. The insulation inspection is the one that matters most here, because it is where a conversion that was finished like a garage rather than a house gets caught.

Unpermitted conversions are a recurring problem at resale. The square footage does not count, a bedroom cannot be listed as a bedroom, and lenders and insurers ask questions. Our overview of Wisconsin home addition permits covers the sequence.

How to Read a Garage Conversion Quote

Is the floor build-up specified? The quote should say how the slab is being insulated and levelled, not just "new flooring".

Is insulation named by location and value? Walls, ceiling and rim joists should each appear.

Is heating specified? "Extend existing HVAC" on a garage is a warning sign; ask whether the system can carry it.

Is the garage door opening infill detailed? Framing, insulation, exterior finish and windows should all be visible.

Is egress included if a bedroom is planned?

Has zoning been checked? A contractor who has not raised parking requirements has not done the homework.

Timeline

An attached single-bay conversion without plumbing typically runs six to ten weeks. A conversion with a bathroom runs ten to sixteen weeks. A detached conversion runs twelve to twenty weeks because the envelope, heating and utilities are all new.

Cutting the slab for plumbing and infilling the garage door opening are the two steps that most often uncover something unexpected, so schedule with a little slack around them.

Whether your garage can become living space, and what it would cost, depends on the slab, the headroom, your parking requirement and how far you are from a drain. Those are quick to assess in person and almost impossible to judge from a photo.

John will look at the garage, check the constraints that actually drive the budget, and leave a written itemized estimate separating the envelope work from the finishes. Frequently asked questions

How much does it cost to convert a garage in Wisconsin?

Typically $45,000 to $75,000 for an attached single bay finished as a living room or office, $75,000 to $130,000 for a double bay converted into a suite with a bathroom, and $90,000 to $160,000 for a detached garage that needs its own heating and plumbing. Plumbing is the biggest single variable, because adding a bathroom to a slab-on-grade garage means cutting concrete for drains.

Do I need a permit to convert a garage in Wisconsin?

Yes, always. You are changing the use from unconditioned storage to habitable space, which brings structural, insulation, electrical and usually plumbing review under the Wisconsin Uniform Dwelling Code as administered by your municipality. Expect framing, insulation, trade and final inspections. Unpermitted conversions cause real trouble at resale, since the square footage will not count and a bedroom cannot be listed as one.

Will converting my garage hurt resale value?

It can, and the parking question is the reason. Many Waukesha County municipalities require a minimum number of off-street spaces per dwelling, so removing a bay may put you out of compliance, and Wisconsin buyers value a garage more than buyers in warmer states. If it is your only garage, weigh that carefully. If you keep a second garage or a detached one, the added finished square footage usually outweighs the loss.

Why can't I just insulate and drywall the garage myself?

Because the slab, the envelope and the heating are the actual project, and drywall is the last five per cent. A garage slab sits lower than the house floor, slopes toward the door, and typically has no insulation or vapour barrier beneath it. Walls and ceilings are usually uninsulated, and the existing heating system was sized without that space. Finishing over those problems produces a cold, damp room that fails inspection and disappoints daily.

Can I put a bathroom in a converted garage?

Yes, and it is the most common request, but it is the step that drives the cost. A bathroom needs drain, supply and vent lines, and in a slab-on-grade garage that means cutting and trenching the concrete, then repouring. Where the garage sits relative to the existing waste stack decides how expensive that is. A conversion with no plumbing sits at the bottom of its price range for exactly this reason.

Garage conversion or basement finishing, which is better?

The basement is usually cheaper and keeps your garage, which matters in a Wisconsin winter. The garage wins on being ground level and step free with real windows on an exterior wall, which is decisive if the space is for aging parents or anyone with mobility limits. Price both before deciding, because the gap is often smaller than people expect once basement moisture control and egress are included.
